BB12 Ragan Saboteur The Real story:

Ragan INITIALLY REFUSED to be the saboteur until CBS promised him clean hands

Ragan initially refused to be the saboteur, fearing that it would
negatively impact his game play in the house. He was concerned that
when Annie was the saboteur, she had to actually do things (e.g. sneak
away in the dark to padlock the food) and thus she could have been
caught. Ragan declined to be the saboteur because he feared getting
caught, which would put a big target on his back. Ragan was also
concerned that it would make him look bad in the eyes of the viewers.

This left CBS in a bind. They needed the saboteur construct to fill
time and add interest to the game through audience participation. CBS
never dreamed that Annie would be voted out so soon, thus ruining this
twist.

They also were distressed that Ragan refused to be the new saboteur.
CBS figured anyone would jump at $20K easy money. Having selected
Ragan, it would have been awkward to go to America's "second choice,"
plus nothing would stop Ragan from announcing to the house that he had
been asked and declined.

Accordingly, CBS and Ragan negotiated a deal. Ragan would become the
"saboteur" but would not have to actually do anything outside the
diary room. There would be no chance of being "caught" by his fellow
house guests. Because Ragan was concerned about his public image, CBS
offered to play up the "America is asking / can't turn America down"
angle, rather than the money angle.

Ragan appreciated the weak negotiating position of CBS and shrewdly
worked his saboteur acceptance to permit him to pocket $20K with no
downside whatsoever.

Unfortunately, this was not shown on the air (for obvious reasons) but
was some of the best game play of the summer.
